MPD: Teen faces charges in connection with fatal crash

A juvenile who shouldn’t have been driving after dark is facing multiple charges in connection with a hit-and-run crash that claimed the life of a Mooresville woman.

The Mooresville Police Department announced the arrest in a news release Wednesday afternoon. The teenager’s name and age have not been released.

MPD officers responded to the scene of the accident on Rocky River Road between Milroy Lane and Royalton Road at 12:02 a.m. on Sunday, September 15th.

Upon arriving at the scene, officers discovered that a woman had been struck by a vehicle that had left the scene. Shaelyn Ellen Bell, 20, was pronounced dead at the scene from injuries sustained during the crash.

A few days later, a minor who was represented by a lawyer came to the MPD headquarters. This individual cooperated with investigators and was interviewed.

Following the investigation and subsequent interviews, investigators charged the juvenile with felony hit and run, felony death by motor vehicle, misdemeanor violation of provisional license after 9 p.m., and misdemeanor use of a mobile device by a person older than little girl of 18 years.

The juvenile was booked into the Iredell County Detention Center in Statesville and later released to the custody of his parents.

Two suspects accused of helping the driver after the accident

The investigation continued and as a result of further investigation, the MPD Traffic Unit obtained warrants charging Elaine Marie Hughes, 56, and Scott William Hughes, 58, with felony accessory after the fact the fact.

Elaine Hughes was arrested on Nov. 13 and taken to the Rowan County Detention Center, where she was given a $10,000 bond. Scott Hughes was booked into the Iredell County Detention Center on November 16. He was given a $15,000 secured bond.

MPD expressed its appreciation to local media outlets and the Rowan County Sheriff’s Office for their assistance in this case.
