Bedford man accused of hitting young woman with car during Halloween event

Authorities say a Bedford man is facing charges following a hit-and-run investigation in which a 6-year-old girl was allegedly struck by a vehicle during a neighborhood Halloween event.

Police say 75-year-old Rickie Claar is accused of hitting the child with his car in the area of ​​West Penn Street in Bedford Borough.

According to the affidavit, first responders were dispatched the morning of Oct. 26 for reports of a vehicle versus pedestrian incident.

Police say a witness told officers that a small female child dressed in a witch costume had been hit by a silver car.

Investigators say the child was transported to UPMC Bedford in a private vehicle and was reportedly treated for a sprained ankle.

Upon further investigation, police say authorities were able to identify the suspect vehicle, which was registered to Claar.

Police say Claar then spoke to investigators, stating that he was turning onto West Penn Street when he allegedly heard what sounded like something being thrown into his vehicle.

Authorities noted that nearby surveillance video showed the girl being struck by Claar’s vehicle as she crossed the crosswalk. Officials noted that the impact caused his shoes to come off his feet.

Police added that the girl’s father witnessed the accident and was “arm’s length” from her when she was hit.
