Only 265 charges filed as HPD nearly finished reviewing 260,000 pending cases

HOUSTON, Texas (KTRK) — After months of contacting victims who were initially ignored by investigators, the Houston Police Department is nearly done reviewing all of the hundreds of thousands of incidents that were dropped using a controversial code.

Over the past nine months, HPD says it has been trying to reach victims who the cases were never investigated when they first called the department for help.

In February, a scandal revealed 260,000 incidents marked as “suspended” due to HPD understaffing.

The department had to shift resources to be able to look into each incident. For context, there were only 256,188 incidents in all of 2023, according to HPD crime data.

This month, HPD’s dashboard of its progress shows it has reviewed 94 percent of pending cases.

But despite tens of thousands of cases reviewed, only 178 felony charges and 87 misdemeanors were filed, HPD told 13 Investigates. That is less than 0.1% of suspended incidents that resulted in a charge.

Most of the suspended cases involved aggravated assault, domestic violence, and financial and property crimes.

But we do know that there were at least 4,000 incidents of sexual assault that were suspended.

13 investigators wanted more information about the allegations. HPD routinely releases information to the public when arrests are made and charges are filed; they didn’t on wednesday.

They said we would have to file an open records request for those allegations and even then there is no guarantee we will get answers.

The only thing HPD has said is that it is “under review”.
