Drug trafficking investigation leads to the arrest of five | News, Sports, Jobs

An investigation into heroin trafficking in the city led to the arrest of five people Monday, according to the Altoona Police Department.

Officers from APD, State Police at Hollidaysburg, the State Attorney General’s Office and the Blair County District Attorney’s Office coordinated a controlled purchase of approximately $1,300 worth of heroin from Troy Marvin Cole Jr., 34, of Monroeville , along the 3000 block of Maple Avenue. Once the purchase was completed, surveillance officers followed Cole, initiated a traffic stop and arrested him, police reported.

A search warrant executed on Cole’s vehicle turned up three iPhones; a mobile phone; $1,415; 11 bricks of heroin; and 544 bags stamped with “Martin” and “Delta”.

The report stated that Cole lives outside of Blair County and makes several trips to Altoona specifically to distribute narcotics and collect payments.

Allison

While the traffic stop was in progress, members of the APD Tactical Response Team executed a search warrant on an apartment along the 100 block of South Second Street.

There, a resident, Amanda Allison, 32, identified herself to officers as Chelsea Allison and was not properly identified until officers found her Pennsylvania ID in the residence that showed her face and real name, at which point it had already gone through APD. according to the statement of probable cause.

During the search, officers found a purse containing Allison’s state medical marijuana card and EBT card, as well as a cardboard box with “Amanda” written on the outside on built-in shelves. Inside the purse and on the shelves, police found 81 bags containing suspected fentanyl/heroin, valued at $750. Another resident, Edward Louis Wilson, 63, told officers they would find drugs in a black casing on his bed in the living room. Inside the case were about 100 wax packets containing suspected fentanyl and about half a gram of suspected methamphetamine, the report said.

Officers also found a bag containing about one gram of suspected fentanyl behind Wilson’s bed. The wax packets and bag of fentanyl and meth are said to be worth about $1,500. Paraphernalia for packaging and selling the drugs were also found with Wilson’s name on them, court documents show.

Cole, Allison and Wilson were arraigned Monday by Magisterial District Judge Daniel C. DeAntonio. They are scheduled for preliminary hearings before DeAntonio on Dec. 4.

Wilson

Cole faces single felony counts of trafficking in proceeds of unlawful activity, criminal use of a communication facility and possession with intent to deliver, as well as single counts of possession of a controlled substance and possession of drug paraphernalia. Unable to post $100,000 bond, he was remanded to the Blair County Jail.

Allison faces one count of possession with intent to deliver, as well as one count of possession of a controlled substance, possession of drug paraphernalia and false identification to law enforcement. Unable to post $20,000, she was booked into the Blair County Jail.

Wilson faces one count of possession with intent to deliver, one count of possession of drug paraphernalia, as well as two counts of possession of a controlled substance. Unable to post $40,000, he was remanded to the Blair County Jail.

The other two residents of the apartment, Jessica Weber, 38, and Courtney Zimmerman, 36, will be issued misdemeanor drug charges by summons, Altoona police said.

Zimmerman
